Romania and Bulgaria have announced that they will admit the European Union but under strict conditions. The EU will be checked for progress in curbing organised crime, controlling animal disease and instituting procedures for administering farm aid.
I think that's about right, don't you?
I loved the BBC spin on this story this morning, producing some Romanian poll that shows only about half a dozen Romanians and their pet dog are planning to come to the UK! Apparently the weather will be put them off!!! Seriously, that's what was being put up as an argument for Britain to "relax" at the looming entry of these nations. One word: Deluge.
Two points:
1. The UK will have restrictions on entry from these countries, unlike when Poland joined two years ago.
2. Culturally, Romania and Bulgaria are much closer to the latin countries and the main influx is expected to be in Spain, Italy and France.

NRG,
what do you want to do about the "chav classes"? Right now, they're leaving school virtually unemployable, and will spend their time drawing benefits, contributing nothing. The welfare State and mass immigration go hand in hand to create this under-class. BTW "chav" comes from the Roma language. Our new residents will know it well.
