Whenever you hear a member of this most control-freakery obsessed Labour Government solemnly declare that it has plans to give greater powers to local communities in a bid to narrow society's "power gap", you know things are NOT as they appear. "Communities minister" (Now there's an Orwellian title for you!) David Miliband will address the National Council for Voluntary Organisations. and will call for a "new phase" in the partnership between state and "voluntary sector". (Parasite and baby parasite sectors, to you and me)
Studying the outline of what he says, it appears that Labour is concerned that perhaps too many local Councils may fall into the hands of either the Conservatives or Lid-Dems. Thus the wheeze is to move power to "local activists" and "community groups" in the guise of returning pwer to the people. I believe Labour is hell bent on subverting the democratic will and I do not trust one word Milliband and his ilk say. Labour wants to retain power so it can pursue its ongoing policy of deconstructing Britain.
It takes a village you know.
